Poor article.  No conclusive evidence.  Survey of users small and worthless because it is their opinion/feeling.  Generally cost of electric heat is the most expensive you can buy unless it is from a heat pump.  The only reason these people might experience a lower bill is if they are moving from a whole house heating to heating just one room.  The infrared heat is changing electricity to infrared heat/light.  The surface that is in the line-of-sight gets warm but if anything shadows the heat/light there is no heat produced at all.  These have been in use for a long time in shops where spot heating is needed.  People tend to think this is great heat because they can feel the heat directly but it does little for ambient temperatures in the room or whole house.  Cleco should have handled this question more directly, instead they just passed it off with a warning that people should be cautious, concluding a worthless article with worthless expert help.
